The Office of the Vice Chancellor for Planning and Development of the University of the Philippines Visayas (UPV) organized a two-day workshop on the preparation and review of the Strategic Performance Management System (SPMS) and Office Performance Commitment and Review (OPCR) of colleges and units from 25-26 April 2024 at the Training Rooms of GCEB at the Iloilo City campus.
The workshop was attended by 95 participants composed of heads of offices and colleges, and their respective administrative officers at the same time.
Chancellor Clement C. Camposano gave a message at the beginning of the workshop and pointed out the importance of aligning office goals to deliver excellent services to the public.
Dr. Rhodella A. Ibabao, Vice Chancellor for Planning and Development, gave the participants a background and the rationale of the UP SPMS. She also presented the framework of the UP Strategic Plan for 2023-2029, key points of the UP President’s Agency Performance Commitment and Review (APCR), and the 5-point agenda and initial projects of the UPV Chancellor.
Meanwhile, Ms. Leilanie G. Geduspan, Planning Officer from the Office of the Chancellor, explained the UP SPMS cycle; key concept for Office Performance Commitment and Review (OPCR); SPMS calendar; links between APCR, CUPCR, OPCR, and IPCR; sanctions, incentives, and appeals; and status of the implementation of the OPCR in UPV. She also presented the sample UP SPMS Form 2 (OPCR) and discussed target setting and target appraisal.
Ms. Charito G. Gavadan from the Office of Vice Chancellor for Academic Affairs gave the overview of the FAQs on UP SPMS and OPCR. She also presented the UP SPMS Form 3 (OPMCJ). Ms. Arlene N. Avanceña, on the other hand, presented the considerations in setting office targets and preparing a budget. Ms. Thyrza C, Cababasay from the Office of Continuing Education and Pahinungod (OCEP) explained the UPV Supplemental Forms for the OPCR.
Selected colleges and units presented their workshop outputs on the second day of the activity, which were critiqued by other participants. Dr. Farisal U. Bagsit, Vice Chancellor for Administration, concluded the workshop with her closing message.
The establishment and implementation of the SPMS “ensures that personnel performance shall be linked with organizational performance to enhance the performance orientation of the compensation system,” according to the Civil Service Commission (CSC).
