Dr. Harold Monteclaro was recently appointed by the UP Board of Regents as the Dean of the College of Fisheries and Ocean Sciences in its 1386th meeting held at UP Baguio on January 25, 2024.
Monteclaro is a Professor of Fisheries Science at the University of the Philippines Visayas. He is trained in the fields of capture fisheries, fisheries biology, ecology, and management. He is actively engaged in marine fisheries research in the Philippines and has contributed to collaborative projects in the ASEAN region. His work has led to numerous publications in reputable journals and has been instrumental in improving our understanding of the complexities of fisheries and how best to manage them sustainably.
As an accomplished scientist and academic, Monteclaro is highly regarded by his colleagues and students alike. He is deeply committed to sharing his knowledge and expertise with the next generation of fisheries scientists and has supervised numerous graduate students in their research projects. Dr. Monteclaro aspires to continue conducting innovative research that will contribute to the sustainable management of fisheries in the Philippines and beyond.
Monteclaro is a UP Scientist and former Vice Chancellor for Research and Extension. He is also the President of The National Network on Women in Fisheries in the Philippines, Inc. (WINFISH) and the Asosasyon ng mga Propesyonal sa Pangisdaan ng Pilipines, Inc. (APPP). He also serves as Vice Chair of the Governing Council of the Postgraduate Programme on Tropical Fisheries with International Linkage, a collaboration of eight fisheries colleges and schools in the Asian region.
Monteclaro is homegrown, having graduated from UP Visayas for his high school, BS Fisheries, and MS Fisheries degrees. He earned his PhD in Fisheries Science at Kagoshima University in Japan.
He will serve as dean of CFOS for a term of three years.
