DURP faculty, students, and collaborators lead Forum and Workshop on Building Inclusive Spaces

The faculty and students of the Diploma in Urban and Regional Planning (DURP) program at the College of Management, in partnership with the UPV Office of Continuing Education and Pahinungod (OCEP) and the Graduate School Student Council (GSSC), collaborated with the Philippine Institute of Environmental Planners (PIEP)–Western Visayas Chapter to organize a forum series titled "Safe, Welcoming, and Inclusive: Rethinking Our Spaces.”

The series commenced with a webinar via Zoom on February 25, 2025, led by EnP Fritz Enjhay O. Cepe, a Certified Access Auditor with AUN-DPPnet and Architects for Accessibility. His lecture explored the key provisions of Batas Pambansa Blg. 344 (BP 344) and its implementation, emphasizing disability rights and accessibility, as well as the legal accountability of non-compliant buildings. He also discussed essential building standards, including the required dimensions for ramps and doors, tactile surfaces, and designated parking spaces. Additionally, he provided insights into accessibility audits, detailing the evaluation of transport systems, pathways, elevators, and controls, with recommendations categorized as immediate, medium-term, or long-term. A total of 82 participants attended the online forum.

On March 1, 2025, a field simulation and on-site accessibility assessment took place at the UPV Iloilo City Campus. DURP faculty and students, OCEP, GSSC, and representatives from the PIEP-Western Visayas and Autism Society of the Philippines Iloilo Chapter actively participated, while the Master of Management (Public Management) students served as observers. A total of 62 participants assessed the accessibility of physical environments starting from the College of Management building, UPV Little Theater, Graduate and Continuing Education building, and the Graduate School Library. The assessment also included digital platforms and services for Persons with Disabilities (PWDs), identifying barriers, evaluating compliance with accessibility laws and standards, and proposing necessary improvements.

The forum concluded with an engaging discussion where participants shared observations and recommendations. Key improvements highlighted included the removal of obstructions, repair of pathways, and the installation of handrails, dropped curbs, and shelters. Enhancements to restroom accessibility, lighting, and signage were also recommended. To improve digital accessibility, institutions must ensure compatibility with assistive technologies, train staff, and establish clear emergency evacuation plans. Providing designated PWD parking spaces and accessible entrances was also emphasized as a crucial priority. 

This initiative underscores the urgent need for inclusive infrastructure, digital accessibility, and well-trained personnel to foster welcoming and accessible spaces for all.
